ABOUT THIS ROLE
We are seeking a strategic, relationship-driven Manager of State Affairs to support Inseparable’s state legislative campaigns through coalition development, stakeholder engagement, and in-state coordination.
This role will play a critical part in building and managing the relationships that drive policy success—working closely with in-state partners, national organizations, advocates, and policymakers to advance legislative priorities. The Manager will help translate policy goals into coordinated campaign activity, ensuring alignment across stakeholders and strengthening Inseparable’s presence and effectiveness in key states.
This is a remote position that reports to the Director of State Affairs and works closely with policy, communications, and external partners to support high-impact, campaign-style advocacy efforts.
The starting salary range for this role is $75,000 – $90,000, commensurate with experience. We offer a competitive benefits package including a full suite of health and wellness benefits at no cost to the employee, the opportunity to participate in a 401k plan (with an employer match), and paid time off.

PRIMARY RESPONSIBILITIES:
Coalition Development & Stakeholder Engagement
● Build and manage relationships with in-state partners, including advocacy
organizations, providers, associations, and community leaders
● Support the development and coordination of state-based coalitions aligned with Inseparable’s policy priorities
● Identify and engage new stakeholders to strengthen campaigns, with a focus on filling strategic gaps (e.g., communications capacity, grasstops validators, provider voices)
● Facilitate regular coalition communication, alignment, and coordination across partners
State Campaign Execution
● Support the implementation of state legislative strategies in partnership with the Director of State Affairs
● Coordinate stakeholder engagement to support key legislative moments (hearings, votes, press, amendments)
● Assist in planning and executing in-state activities, including meetings, convenings, and events
● Track and help drive campaign progress, ensuring alignment with overall strategy and timelines
Legislative & Political Engagement
● Support relationship-building with state legislators, executive branch officials, and key staff
● Assist in preparing stakeholders for engagement with policymakers (meetings, testimony, outreach)
● Track stakeholder interactions and engagement to inform strategy and follow-up
Coordination & Internal Collaboration
● Work cross-functionally with policy and communications teams to ensure alignment between legislative strategy, messaging, and external engagement
● Support the development of campaign materials, including stakeholder briefings, talking points, and engagement toolkits
● Contribute to internal tracking and reporting (e.g., stakeholder engagement, coalition activity, campaign progress)
Research & Landscape Analysis
● Conduct stakeholder mapping and power analysis to inform coalition-building strategies
● Monitor state-level dynamics, including political environment, partner activity, and opposition landscape
● Identify opportunities to strengthen campaigns through partnerships and other strategic engagements
Other duties as assigned.
QUALIFICATIONS AND REQUIREMENTS:
● 3-5 years of experience in state-level policy, advocacy, government affairs, or coalition-building roles
● Passion for advancing mental health policy and improving access to care
● Demonstrated experience building and managing coalitions or stakeholder networks
● Strong understanding of state legislative processes and political dynamics
● Excellent interpersonal skills, with the ability to build trust and credibility across diverse stakeholders
● Strong project management skills, with the ability to manage multiple priorities in a fast-paced environment
● Excellent written and verbal communication skills
● Ability to work both independently and collaboratively across teams
● Willingness to travel to support in-state engagement and campaign activity
● Bachelor’s degree (or equivalent in work experience) is required
